MUSIC The tiny mountainous island of Montserrat is known as the Emerald Isle of the Caribbean. Montserrat is the only country outside of Ireland where St. Patrick’s Day is a public holiday. This week-long St. Patrick’s Festival started in 1985. March 17th marks the observance of a failed slave revolt in 1768. Visitors to Montserrat receive a shamrock shaped stamp in their passports.
